Changes to Symbian Signed service

Updates will be made to the Symbian Signed program.
From 1st July 2013, Symbian Signed will stop using Publisher IDs. Accounts that were verified during 2012 and 2013 will be verified again, allowing account owners to continue using Symbian Signed. Additionally developers do not need to sign their applications with a Publisher ID when submitting them to Symbian Signed.
